At about 9: 20 pm EST on November 12, the US House of Representatives passed a provisional appropriation bill to end the "shutdown" of the federal government. Subsequently, the White House confirmed that President Trump would sign the bill at 9: 45 that night. This marks the official end of the 43-day "shutdown" of the US federal government. Affected by this, the FCC (Federal Communications Commission) certification business is expected to resume normal operation on November 18, US time (November 19, Beijing time), and the backlog of certification applications and audits will gradually advance.
Interpretation of FCC core guidelines for resumption of work
In order to help enterprises quickly adapt to the restored business processes, the FCC issued a supplementary guide for the backlog, and the core points are as follows:
01 Extension of submission deadline
The deadline for submission of documents originally scheduled to expire from October 1 to November 17, 2025 was uniformly extended to November 18, 2025.
In the future, a more flexible deadline guide will be issued for specific systems (such as general licensing system and equipment authorization system).
Exception: Network Interrupt Reporting System (NORS), Disaster Information Reporting System (DIRS) and spectrum auction related documents are not applicable to this extension rule.
02 Extension of Special Temporary Permission (STA)
The special temporary authority originally scheduled to expire from October 1 to November 17, 2025 will be automatically extended to November 18, 2025.
Exception: Except for STA related to spectrum auction activities.
03 requests to the public
Before issuing further notice, please ask the public to limit the submission of non-urgent documents to reduce the pressure on the system.
Do not submit an application for an additional extension of the deadline for the time being.
Suggestions for enterprise response actions
1. Comprehensively sort out to-do items: immediately take stock of FCC certified items currently to be submitted and reviewed, and make clear the progress nodes of each item to avoid omission or repeated operation.
2. Ensure compliance and completeness of documents: check all technical documents such as test report, circuit diagram, user manual and BOM list to ensure compliance with the latest SDoC and FCC ID requirements, and avoid delay in review due to document problems.
3. Give priority to the tested projects: for the projects that have been tested but not submitted, give priority to the submission, seize the audit window after the system is restored, and minimize the certification cycle.
4. Expedited handling of high-risk/emergency projects: For products with short time or high compliance risk, it is recommended to start expedited pre-trial service and complete compliance verification in advance to avoid accidents in customs clearance.
