Certification Introduction

Telecommunication terminal equipment that wants to access the public telecommunication network needs to apply for a network access license. The "network access license" for communication products is commonly called "CTA" in the industry. According to the current laws and regulations of our country, the state implements a network access permission system for telecommunications terminal equipment, radio communication equipment and telecommunications equipment that are used to access public telecommunications networks (mobile, China Unicom, and telecommunications). Telecommunications equipment that implements a network access licensing system must obtain a network access license issued by the Ministry of Information Industry; those who have not obtained a network access license shall not be connected to a public telecommunications network for use and sold in the country.

SRRC is a mandatory certification requirement of the National Radio Regulatory Commission, which is what we often say about type approval. CTA is a mandatory requirement of the Telecommunications Equipment Administration of the Ministry of Industry and Information Technology for communications products. The CTA needs to obtain the SRRC certificate before issuing the certificate. To put it simply, it is the intersection of two parallel lines.

Network license. The state implements a network access license system for telecommunications terminal equipment, radio communication equipment and telecommunications equipment that are used to access public telecommunications networks. Telecommunications equipment that implements a network access license system must obtain a network access license issued by the Ministry of Information Industry; those who have not obtained a network access license may not access the public telecommunications network for use and sell in the country. The network access license certificate contains the certificate number, applicant, manufacturer, equipment name, equipment model, place of origin, remarks, certificate issuance date, and certificate limited date. The network access license is generally valid for 3 years.

CTA certification requires application materials

(1) Application form for telecommunications equipment network access permission (format text provided by the Ministry of Information Industry). The application form should be signed by the legal representative of the applicant for telecommunications equipment access to the network or its authorized agent and stamped with the official seal; when the applicant and the manufacturing enterprise are different legal persons, it should also be provided by the legal representatives of both parties or their authorized agents. And the entrusted processing agreement with official seal. Overseas applicants should entrust an agency in China to submit the application form as an applicant and issue a power of attorney.

(2) Business license of enterprise legal person. Domestic applicants shall provide business licenses for corporate legal persons. An agency that is entrusted by an overseas applicant to apply for a telecommunications equipment network access license shall provide the agency ’s valid license and the registration certificate of the overseas applicant (if the applicant and the manufacturing enterprise are different legal persons, they shall also provide relevant materials of the manufacturing enterprise ).

(3) Introduction to the applicant. Including the applicant's profile, production conditions, instrument equipment, quality assurance system and after-sales service measures. For the products stipulated by the state for repair, replacement and return, documents for fulfilling relevant responsibilities should also be provided (if the applicant and the manufacturing enterprise are different legal persons, relevant materials of the manufacturing enterprise should also be provided).

(4) Quality system certification or audit report. Those who have passed the quality system certification shall provide a certification certificate; those who have not passed the quality system certification shall provide a quality system audit report issued by a quality system audit agency that meets the relevant requirements.

(5) Introduction of telecommunication equipment. Including device functions, performance indicators, functional block diagrams, internal appearance photos and instructions for use.

(6) Test report or product certification. It shall be a test report or product certification issued by a telecommunications equipment testing agency or certification agency recognized by the product quality supervision department of the State Council.

(7) For radio transmission equipment applying for permission to enter the network, a "radio transmission equipment type approval certificate" issued by the Ministry of Information Industry shall be provided.

(8) Radio communication equipment applying for network access permission, equipment involving interconnection between networks, or new telecommunications equipment shall be tested for at least three months on the telecommunications network within China or on the simulation experiment network designated by the Ministry of Information Industry Provide the overall technical plan and test report issued by the test unit.

(9) Matters that are subject to special regulations by the state must also submit relevant materials that meet the regulations.
